I also have these games and the same problem, practically have the same name more or less and so I solved because I deleted Candy Soda because I like much more Jelly Saga. I don't know if there is a solution for this! But the phone does not recognize that they are 2 different games but with very similar names
I downloaded the game from this link and installed it even though I have Candy Crush Jelly Saga, now I have them both

Do you have any other games installed right now? Like Candy Crush Saga or Candy Crush Jelly Saga? They could make a conflict preventing you to install Candy Crush Soda Saga. If not, and if even the original game from Google play doesn't install on your phone, it means the game isn't compatible with your Smartphone.
