You can do quite a bit of modding on Android, without a PC. Some of the most useful apps i use are:

APKTool M
MPatcher
MT Manager
Lucky Patcher
Jasi Patcher
Total Commander (not for cracking, per se, but it's an excellent file manager)
A hex editor
A good text editor (QuickEdit Pro)
ZArchiver Pro (for repacking/unpacking)
