First you'll need a hosting. you'll need to buy it from some website but i recommend to buy from the trusted one but most of them is pricey i think
or if you wanna search for more reasonable price then google it you'll find it in no time, remember to buy from the trusted one. after that is your domain name, pick any name you like and then the website ( where you buy your hosting ) will check for it's availability, if the name is available then you'll need to pick the .com .net .org etc. this one have a price too but i think the most expensive is the .com one
next is the cms, i recommend wordpress for starter because it's easy ( I'm also using it because im a newbie too
) the domain seller will provide you with this and it's mostly free i think. for the wordpress you will be given a basic starter theme for your website (it doesn't matter you can change it later) and then customize your own website the way you like it.

if you don't know html or css i would recommend using what is known as a "what you see is what you get" style of website creator like wix. but you will probably want to buy a domain if you don't want your url to be yourname dot webhost dot com. i believe there are rules associated with the dot com/org/edu etc. i know some don't allow certain types of hosting, like dot io doesn't allow porn.
