If you're looking for recommendations on popular games, you should find it using the Google Store or some other ways.
The closet thing you could determine popularity of a mod here is how many replies it have, plus, we don't have EVERY games here.
If it helps at all, there's a list of top 10 modded game of the month if you go to the main page and scroll down the bottom.

Like @KasamiGi said, there is no option to sort them by downloads. You probably choose views or replies and thats why the download amounts weren't listed in order.
