Can you post the same game that's already modded?

I already know that you can't post a game that's already modded but can you post the same game but with a different mod?

Ex.
This game is already modded by a different user with unlimited in-game currency/items but you mod the same game but instead of just unlimited in-game currency/items, it's a mod menu with not just the unlimited in-game currency/items but also a god mode, 1 hit kill, and multiple different other menu options that the other mod didn't have.
