Set a cooldown timer next to the "Submit" button so it is easier to know when it is possible to send a message

I know it is not discord but I don't like to get my message deleted because I try to send it before the cooldown is gone xd
*Making it that the message box isn't cleaned if the message can't be sent would also be a good (and even better) fix
