So I saw some games that I really would like to get updated but the ones who posted them have lines on their names. Like this one. Does this mean I could update the game myself or they just ain't active for a while? Or are they banned?

I think they're gone, like retired not banned.
I'm not sure though
And the link you posted, "Phytolankton" has retired, all of his posted are considered outdated

Grey lines mean that the account is deactivated. Green lines however are banned accounts.
Either way it should be alright to update the game if no one else did so before like @KasamiGi mentioned
