I bought a crush them all license but got banned on my emulator, and now I want to create a new instance of emulator but I cant use my license due to the old emulator instance. Can I request a license reset?

No, we don't reset licenses for these things. You're already given TWO devices with each license, which should be enough for most uses. If you need a reset it's because you're already trying your third device.
