This leads to the game’s main moral dilemma. Combat produces only a symbolic amount of experience points. Instead, the quickest way to unlock new skills is to feed on the citizens of London.
The amount of experience gained varies from citizen to citizen. It depends on the quality of the individual’s blood, which represents his physical and mental health. You can increase the quality of a citizen’s blood by using Reid’s ability as a doctor to cure various diseases. You can also increase the quality of the blood by completing side missions, called investigations, for the character in question. Players determined to maintain Reid’s humanity by not eating his friends will find themselves perpetually under-leveled as they traverse the monster-infested streets and vigilantes.
Even on normal difficulty, the combat is challenging enough that the temptation never goes away. This adds a lot of depth and nuance to what would otherwise be a black and white morality system. You may not end up swallowing that sad dismissed hospital patient with low psychic stamina. But after dying three times in a row to the same bunch of thugs, he’s definitely going to cross your mind.
