Assuming you can go to other websites, 404 means you are unable to connect.
First, try going to the main URL
If you still can not connect, you are being blocked.

Actually, a 404 error means "page not found" and it could occur when a file is deleted at sbupload. If, after trying what snailsoft kindly suggested you still can't open that link, kindly report the file as missing here: Report outdated apps
