Won't let me rebirth & I meet all the requirements but says I still don't & no not the level 100 rebirthing either I'm class 14 level 88 I have everything maxed as well so I don't see the problem

That's your problem right there, you must be Level 100.
Aslo, go in the main town (is located exactly where you start when you create a new character) and see at the Rebirth NPC, if is not the level then you probably don't have enough zen or gems.
