Which folder are you placing the Obb in? I installed the app and checked there was no folder so I opened the app and got the error but that created an empty folder for me in the obb folder. And I placed the obb in it. It worked for me

I keep getting "download failed because you may not have purchased this app"

EDIT:
If you have 'download failed' error when you launch the game then you need to create this bethsoft folder in OBB and place the OBB file inside. Then clear the Cache from app setting in your device settings before running the game.

Also this version of the game is outdated so you need to wait for the releaser to update it.

Do you have the 3rd and 4th switch on in your LP. Check if 3rd and 4th are on off. If off activate only 3rd and 4th. It will prompt to install to some file allow it. and after completion try to do in-app purchases
